J Tower 3 is a 77-floor, roughly 320-metre condominium tower under construction in Tonle Bassac, on the southern edge of BKK1 in Phnom Penh — on completion it is set to be the tallest residential building in Cambodia. The developer is Tanichu Assetment Co., Ltd., the Japanese-affiliated group behind J Tower 1 and J Tower 2, both delivered in the same district. Completion is targeted for Q4 2028, with handover expected from early 2029. The unit program is unusual for the market: 360 residences, all three-bedroom, in sizes of roughly 166 to 178 m². There are no studios or one-bedroom units — the tower is positioned entirely at the family / end-user premium segment rather than the small-format investor product that dominates Phnom Penh condo supply. Listed pricing starts around USD 330,000, or roughly USD 1,850 per square metre. Units are sold under strata title, the instrument that permits foreign ownership of condominium units in Cambodia, and foreign quota is currently available. Amenities concentrate at the crown: a sky bar and sky pool on the 77th floor, plus indoor pools, fitness, lounges and family facilities distributed through the tower. The developer track record is the central diligence anchor. J Tower 1 and J Tower 2 (55 floors) were both completed and handed over, which distinguishes the J Tower series from the many stalled towers in the Phnom Penh skyline after the 2019–2022 downturn. Construction on J Tower 3 was reported at an early stage (about 5% complete) in a market update in January 2026, so the delivery timeline — not developer intent — is the main risk variable, with sales reported at around 70% of units. What to track: quarterly construction progress against the Q4 2028 target, strata title registration as the building approaches completion, and whether the all-3-bedroom format holds its price premium as newer BKK1/Tonle Bassac supply launches.
